Robert Peston claims banks did not foresee increased bank levy

BBC Business Robert Peston reckons the banks did not foresee Chancellor George Osborne increasing the bank levy to £2.5 bn pounds this year, raising an extra £800m.

He said banks thought they had reached an "accommodation" with the government, which would not be altered.
