Councils charging for parks and playgrounds

Councils are having a tough time with chief executives thinking "outside the box" in their efforts to both save and make money.

As Giles Dilnot explains, their innovative plans include raising parking and burial fees, charging for an adventure playground, and telling fitness instructors to pay up for holding lessons in public parks.
