University change: higher drop-out rate in England says Labour

The shadow universities minister said a government announcement on universities in England would lead to a "new generation of for-profit higher education corporations".

Gareth Thomas claimed comparisons with the US showed the plans would lead to higher drop-out rates.

The government says it wants to increase competition and provide students with more information as well as improve the quality of courses and drive down the level of fees.
