Backbench Business Committee: circuses and prisoner vote debates

Some of the more memorable recent debates in Parliament - wild animals in circuses and voting rights for prisoners - were thanks to the Backbench Business Committee.

It is one year-old and has become an increasingly powerful way for backbenchers to get big issues off their chests and onto the agenda in Parliament, as Adam Fleming reports.
