English cities vote on elected mayors for councils
Powers for new directly-elected mayors are not clear enough and should be extended beyond city boundaries, a study has found.
The Warwick Commission Report comes weeks before people in 10 English cities vote on whether to switch from a council leader and cabinet system to a directly-elected mayor running their councils.
