Conservative conference: David Cameron: 'Welfare isn't working'
David Cameron claimed that "welfare isn't working and this is a tragedy" as he addressed the Conservative Party conference in Birmingham.
The prime minister said it was an "outrage" that hard-working people who travel long distances to work and pay taxes have seen people get up to £60,000 in housing benefit.
He described the changes to get people into work, and claimed "no-one is a write-off, no-one is hopeless" before aiming fire at the unions over work placements.
