Flagship welfare reform 'poor value' says watchdog

A highly critical report by the National Audit Office has said that Universal Credit, the government's flagship welfare reform, has been badly managed, is "overambitious" and is poor value for money.

The public spending watchdog has accused ministers of trying to introduce the scheme without knowing how it would work.

But the government says the problems identified have already been addressed.
