Ed Balls: Labour won't increase National Insurance

Shadow Chancellor Ed Balls has told the BBC's assistant political editor Norman Smith that Labour would not increase National Insurance (NI).

His pledge came after the last Prime Minister's Questions before the election where David Cameron ruled out a rise in VAT under the Conservatives, and challenged Labour to rule out a NI rise.
