Scots police chief 'concerned' at service shortcomings

The head of Scotland's new national police force has raised concerns over a "gobsmacking major problem" in the legislation to set up the service.

Chief Constable Stephen House told MSPs he had been advised it may not allow him to control police support staff.

The new single Scottish police force will begin operating from April 2013.
