Scottish council election: Do councils help small businesses?

Ahead of the Scottish local elections on 3 May, BBC Scotland looks at the role the country's councils are playing in the area of local economic development.

Here, Alan Mcgregor, research professor of economic development at Glasgow University, speaks to business and economy editor Douglas Fraser's Business Scotland programme on Radio Scotland.

He says: "Truth be told, Scotland has not been very successful at supporting start up and smaller businesses."
