Welsh assembly powers Supreme Court challenge

The Supreme Court is due to decide over the next few days whether parts of the Local Government Bill - about byelaws - are within Welsh assembly powers.

The UK government temporarily blocked the first piece of legislation passed by the assembly earlier this year.

The bill was waiting for Royal Assent to become law.

Alan Trench, honorary senior research fellow at the constitution unit at University College of London, explains the background to the story to BBC Radio Wales presenter Bethan Rhys Roberts.

And he says he "wouldn't put money" on the Welsh government winning the case.
