China family policy: Harsh punishments continue

China's relaxation of its one-child policy has allowed some couples to have larger families but for those who broke the rules previously, harsh punishments are still being meted out.

As many as 20 million boys and girls were born in violation of the original policy. Their families face large fines and the children are denied basic rights.

Celia Hatton reports from China's eastern Shandong province.
