Scuffles break out in Japan's parliament

Scuffles and arguing broke out in Japan's parliament building, as wrangling continued over the country's security bill.

The bill would allow Japan's troops to be involved in conflicts overseas for the first time since World War Two.

Opposition lawmakers in the upper house have been trying to stop debate on the bill going ahead.
