Barack Obama: US troops presence 'depends on Kabul agreement'

President Barack Obama says plans to keep 9,800 US troops in Afghanistan next year depends on the Afghanistan government signing a long-delayed agreement.

Speaking in the White House Rose Garden, Mr Obama announced his decision to wind down the troop level next year and to pull out of all forces except embassy personnel by the end of 2016, ending the longest US war.
