Born in South Africa, D'Oliveira moved to England in 1960 because of the lack of opportunities for non-white players.
He played for Worcestershire between 1964 and 1980, and represented England in 44 Tests.
Councillors voted unanimously in favour of awarding D'Oliveira the honour, after a proposal was put forward by the city's mayor.
Quote Message: It came out of nowhere to be honest with you. It was proposed, I had a phone call and it's just come from there. It's just a huge honour and incredibly proud to be there to accept it on behalf of my father." from Shaun D'Oliveira Son

Head teachers across Worcestershire have urged parents to support their campaign for fairer funding for schools.
The Worcestershire Association of Secondary Heads is calling on parents to write to their local MPs and ask for more money.
They say the National Funding Formula means funding per pupil in Worcestershire is £887 less than in Birmingham.
The group says many head teachers will march to Downing Street on 28 September calling for change.
The Department for Education says funding will be at its "highest ever level", reaching £43.5bn by 2020.
