  7. Northants 'no new spending' rule to remain until April

    The section 114 notice imposed on Northamptonshire County Council by its own chief financial officer will remain in place until at least the end of the current financial year.

    Councillors today agreed to accept Mark McLaughlin's report on the notice, which prevents all new spending, except on statutory services.

    Conservative council leader Heather Smith has said savings already made as a result of the notice had been "insufficient" and that it needed to remain in place.

    The Labour opposition leader, Bob Scott, asked how councillors could set a budget for next year when there isn't a balanced budget for this year, while the Liberal Democrats' Chris Stanbra questioned how much money had been saved already by the notice.

    Today's council meeting had been expected to set a budget for 2018-19, but that has been delayed on the advice of the local authority's auditors.

  8. Northamptonshire County Council budget's 'serious' consequences

    The consequences of ignoring an advisory note from auditors KPMG are "unpredictable", but would be "serious for all of us".

    Those were the words of Northamptonshire County Council's chief finance officer Mark McLaughlin at this morning's full council meeting, where it was due to set its £435.54m budget for 2018-19.

    That has been delayed after KPMG issued the advisory note on Tuesday evening.

    Mr McLaughlin said the advisory note will not "stop the democratic process", but added that the authority must now produce a "robust and realistic" budget.

    He also discussed the S114 notice he himself issued earlier this year which prevents all new spending at the council.

    Mr McLaughlin said the financial situation at the council, where he projected a £21.1m overspend for 2017-18, is "the worst in England" and the worst he has seen in 30 years of working in local government.

  9. Lorry stuck in the mud near Lilford

    If the road says closed... it's because the road is closed.

    But this lorry driver didn't believe it, and when he tried to turn around his full-loaded vehicle got stuck on the muddy verge, the police Cross Border Team wrote on Twitter.

    He came a cropper between Lilford and Thrapston in the early hours of this morning and ended up having to be towed.
