There are four main changes which the city council wants to make in the town of Stoke, with the aim of making it easier for drivers to get to local sites like the Spode factory and Stoke Minster.
They include reversing the one-way system on South Wolfe Street so vehicles enter from Fleming Road and creating a one-way access into Kingsway from Church Street.
There are also plans for new cycle lanes and better signs and the consultation is due to run until 24 November.
Butland suffered the injury during training with England ahead of their friendlies against Germany and Brazil.
When the 24-year-old was also out for a large chunk of last season due to another injury, Grant featured 30 times in his place.

I was well aware of the task in front of me going into this season and nothing's changed to this point. I'm still working hard and keeping my head down and making sure I'm in a good position if the change presents itself. "
People in the city found it hard to access a GP appointment "in a timely way" and many ended up at A&E, the Care Quality Commission said.
A report by the watchdog found there were long waits in A&E and older people were often delayed in hospital despite being ready to leave.
