Mayor's transport plan would mean 'massive bill' for taxpayers

Taxpayers would have to foot a "massive bill" under plans to bring Greater Manchester's bus routes and fares under public control, operator Stagecoach has said.

Mayor Andy Burnham wants to introduce a model similar to London, which would see bus operators bidding to run services on a franchise basis.

The proposals would help to make public transport less "fragmented and unreliable", Mr Burnham said.

But a Stagecoach spokesman said the mayor had provided "no evidence to support his claim that franchising is better than a partnership approach".

He added: "He is keeping Greater Manchester's taxpayers in the dark about the massive bill they would have to pay for a London-style bus system."

The region's walking commissioner said "backwards thinking" was preventing the region from trialling cheaper crossings without expensive flashing beacons.

Mr Boardman said simple French-style crossings could be painted for £200 and would protect pedestrians from traffic.

Bus re-regulation: What does it mean for Greater Manchester?

Control of Greater Manchester's bus network could be taken back into public control, under new proposals.

It follows a two-year review and it's recommending that the system is re-regulated, reversing the privatisation 30 years ago.

BBC News takes a look at what the changes would mean.

Buses in Manchester
Getty Images
  • Since 1986, bus services have been run by private operators who decide what routes to run and what fares to charge.
  • Under the proposals, the region’s bus network would come back under public control.
  • Transport for Greater Manchester (TfGM), would be given powers to set routes, ticketing, timetables and quality standards – and even decide on a uniform colour and branding.
  • Private bus companies would compete for contracts, given by TfGM, to operate services on specified routes on a franchise basis.
  • TfGM would receive the revenue from tickets and operators to re-invest in public transport and to subsidise less busy but necessary routes.
  • It would not mean a return to municipal ownership of bus services – that was outlawed in 2017.
  • Greater Manchester would become the first city-region outside London to take back control of its bus network.
