Russian news station to challenge Ofcom

Yulia and Sergei Skripal
Reuters/BBC

A Russian television news channel has been permitted to legally challenge a watchdog's censure of its programmes about the Salisbury Novichok attack.

Ofcom ruled that programmes aired by RT after Russian spy Sergei Skripal and his daughter Yulia were poisoned in March 2018 breached impartiality rules.

However, RT, formerly known as Russia Today, said Ofcom's ruling was unfair and wants judges to stage a review.

A judge has now given RT the go-ahead to mount a High Court challenge. Mr Justice Lewis, who oversaw a preliminary High Court hearing in London, said lawyers representing the Kremlin-backed news channel had demonstrated an arguable case which should be fully analysed.

Lawyers representing Ofcom, which licenses RT to broadcast in the UK, had said the challenge should be blocked.

They said Ofcom's decision was justifiable and argued that there was "no prospect" of RT's challenge succeeding.

The judge was told that programmes at the centre of the dispute had been broadcast in March and April 2018. A date for any trial has yet to be set.

'Significant improvements' at recovery centre

The Care Quality Commission (CQC) has found "significant improvements" at the Addiction Recovery Centre Portsmouth, after a recent inspection upgraded it from "requires improvement" to "good".

The centre, which had been in special measures, is a residential drug and alcohol rehabilitation service.

Karen Bennet-Wilson, CQC’s head of hospital inspection for mental health in the south, said: "I am pleased that the service has taken to heart the findings from our previous inspection reports and built on them to provide improved services.

"We found... a strong person-centred culture with staff committed to keeping their people safe, and encouraging them to be independent. Peoples’ needs came first and all staff worked hard to deliver the best possible care with compassion and respect."
