Drowning is a bigger cause of death in Surrey than accidental house fires, with 20 people killed in water-related accidents over the last five years.
The safety messages from rescue crews and volunteers come as the heatwave threshold is expected to be reached in the county this week and people look to cool off in rivers, lakes, canals and reservoirs across the county.
Temperatures could reach as high as 34C.
But temperatures in the water rarely go above 12C and cold-water shock can quickly kick in, putting even strong swimmers in danger, Surrey Fire and Rescue Service warned.

Around 40 environmental protestors are staging a demonstration at Surrey County Council's offices this morning.
Councillors arriving for the meeting had to be guided through the car park by security, and into the building through another entrance.
Many of the protestors are wearing animal masks and holding up flags.
The council is due to discuss planting more trees in urban areas, the protection of verges and banning certain weedkillers.
The leader of the council, Tim Oliver, spoke to the demonstrators on his way in.
