Olympics 'failed on promise' to cut London health divide

Promises to tackle the “health divide” between east and west London after the Olympics have failed, according to a report.

East London continues to have higher rates of childhood obesity and inactivity and lower life expectancy, according to the Centre for London think tank.

The Centre for London’s health and wellbeing report suggests the vow to “reduce health inequalities” in 2005 when London won the right to host the 2012 Olympics has failed to materialise.

In 2017-18, more than half of residents in Barking and Dagenham, and Newham were getting the recommended 150 minutes of moderate exercise a week.

For children, 67% in Tower Hamlets and 62% in Newham were inactive outside school.

Across London, the proportion of children playing sport has fallen back to the 77% recorded in 2012.

The proportion of secondary school children classed as overweight or obese was 45% in Barking and Dagenham and 44%in Newham last year — about double the rates in Richmond and Kingston.

The report said: "We need to look at the root causes of the problems, such as entrenched poverty, precarious housing conditions and economic uncertainty.

"There are structural and embedded challenges in the city, which policymakers and practitioners must address."

Calls for government to end 'no fault' evictions

The government must do more to protect tenants in an “often unfair and unforgiving” rental market, a London politician has said.

Labour’s London Assembly housing spokesperson Tom Copley urged the government to swiftly end ‘no fault’ evictions.

Under current legislation, landlords can evict tenants at the end of a fixed-term rental without giving a reason for their decision.

But the process – known as a Section 21 notice – is controversial because it can leave people vulnerable to homelessness.

Last year, 3,180 households in London needed help with housing from their local council because of a risk of homelessness from a ‘no fault’ eviction.

Theresa May’s government announced plans to end Section 21 notices in April, and a public consultation on the private rental sector was opened in July.

The consultation closed this weekend – but there was no housing legislation in the Queen’s Speech on Monday, suggesting it is not a priority for Boris Johnson’s Government.

Mr Copley has now written to the new Housing Secretary Robert Jenrick, urging him to push forward with the changes.

A spokesperson for the Ministry for Housing, Communities and Local Government said: “The Government is committed to delivering a fairer, good quality and more affordable private rented sector.

“Our consultation on Section 21 of the Housing Act recently closed and the Government will respond in due course.”

Public health expert warns council over vape scheme

Hackney Council has been warned it could ‘come to regret’ a promotional partnership with vape stores in the borough by a leading expert in the field.

The Town Hall is funding a 15% discount for vape starter kits through its Stop Smoking Service as part of a promotional push for Stoptober.

However, Professor Martin McKee, a professor of European public health at the London School of Hygiene and Tropical Medicine, expressed disbelief at the Town Hall’s active promotion of the alternative tobacco products, the long-term health impacts of which are not known.

Professor McKee said: “I find these things completely incredible to be perfectly honest. I just don’t know what’s going on.

“E-cigarettes are not a game-changer the way they’re saying. Most people who use them end up as dual users.

“This means they get the nicotine from both but they get the tar from cigarettes and the flavourings from e-cigarettes, so actually they’re worse off.

“It’s not true that vaping is the quickest and most effective way for people to stop smoking. If these things were so wonderfully effective, we would have had trials showing how fantastic they were.

“Hackney Council may come to regret this decision.”

Public Health England (PHE) estimates vaping is 95% safer than smoking, while underlining that the long-term health impacts of using e-cigarettes are not currently known.

A Hackney Council spokesperson said it was following PHE guidance in using e-cigarettes as an aid to helping people quit smoking.

London councils retain top rating for children's services

Children's services in Westminster, Kensington and Chelsea have been rated as outstanding by inspectors.

Both councils are the first local authorities in the country to sustain and improve upon their previous ‘outstanding’ rating.

The report found their approach was "culturally sensitive, emotionally intelligent that really improves the life chances for children".

In particular, early intervention has meant more children remained safely with their families, inspectors said.

Westminster’s integrated gangs and child exploitation unit was found to be pioneering, protecting many of its most vulnerable children.

The last inspection report was published in March 2016.

Shorts and t-shirts are now being given to people arrested and held in police cells to help provide more dignity to vulnerable detainees.

The two-piece sets replace smock-type clothing that was offered but considered to be undignified for those at risk of self harm.

The new clothing issued in 2018/19 to vulnerable detainees is one of the changes imposed after volunteers inspected custody suites in Surrey.

Other improvements to how people are treated in police cells include making sure embassies have been notified of the arrest of a foreign national and more female detainees being offered sanitary products.

Surrey is said to be “leading nationally” with its treatment of females in custody with more than 80% of those asked saying they were offered sanitary products by a female officer.

Independent Custody Visiting is carried out by volunteers to check on the welfare of detainees and the changes made were highlighted in the ICV annual report.

Surrey Police has three custody suites in Guildford, Staines and Salfords with 15 spare cells in Woking.
