The research was carried out by the think-tank, the Institute for Public Policy Research North.
It says there are 72,000 fewer public-sector workers in the region than a decade ago - a fall of 24%.
That compares to 9% in London, which saw the lowest drop.
Government borrowing - public sector net borrowing excluding public sector banks - was £0.2bn in February 2019, £1bn less than the same month a year ago, the Office for National Statistics said.
Borrowing in the current financial year-to-date (April 2018 to February 2019) was £23bn - the lowest for 17 years (using the period April 2001 to February 2002).
