"It doesn't matter that the economy is doing well and employment is high," says Defence Minister Tobias Ellwood.
"All that is subsumed by the fact that we have failed to deliver Brexit to the British people.
"We need to re-energise and refocus.
"Any new Conservative leader needs to try and unite the nation."

Five defence bases earmarked for closure will now be kept open. Bournemouth MP Tobias Ellwood is hosting a ceremony for families of people killed in terror attacks abroad.
The Minister for Defence People and Veterans will take part in the ceremony at the National Memorial Arboretum in Staffordshire.
A new memorial called Still Water is being unveiled to serve as a permanent reminder of all lives lost abroad in terrorist attacks.
Tobias Ellwood's brother was killed in the 2002 Bali bombing.
