"It doesn't matter that the economy is doing well and employment is high," says Defence Minister Tobias Ellwood.
"All that is subsumed by the fact that we have failed to deliver Brexit to the British people.
"We need to re-energise and refocus.
"Any new Conservative leader needs to try and unite the nation."
Minister Tobias Ellwood says leaving the EU without a deal is "not something we can contemplate".

Bournemouth MP Tobias Ellwood is hosting a ceremony for families of people killed in terror attacks abroad.
The Minister for Defence People and Veterans will take part in the ceremony at the National Memorial Arboretum in Staffordshire.
