Vladimir Potanin and Natalia Potanina, who now lives in London, had been embroiled in a dispute in the Family Division of the High Court.
Mrs Potanina said she had not been given enough money following a court fight in Russia and wanted to make another cash claim in a London court.
Mr Potanin objected to such a move and a High Court judge on Friday ruled in his favour.
Mr Potanin is one of the richest men in Russia, worth an estimated £17.5bn, according to Forbes rich list.
Mr Justice Cohen said Mrs Potanina's London cash claim should be dismissed.
