A public meeting is to be held to discuss the proposed closure of three care homes in Allerdale as part of a shake-up in social care.
Cumbria County Council is considering shutting Park Lodge in Aspatria, Woodlands in Distington and Richmond Park in Workington.
The council said the homes were "struggling" to meet residents' needs.
A meeting is being held at Lakes College, Lillyhall Business Park, Workington, on Tuesday at 18:30 GMT.
The council is also planning to increase funding to help people live at home longer. A spokeswoman said if the three homes did close, alternative places for residents would be found.
A three-month public consultation is taking place and any closures will not take place for at least 18 months, the council spokeswoman said.
Two homes, Inglewood in Wigton and Parkside in Maryport, have also been earmarked for an upgrade.
