Thirty-five motorists have been arrested on suspicion of drink-driving in Gloucestershire since the start of the Christmas campaign.
Compared to 2009 the figure is down from 51 and police believe this is because of the wintry weather.
A force spokesman said drink-driving was inexcusable at anytime but utter madness in treacherous conditions.
"Thankfully, many Gloucestershire motorists are doing the right thing and leaving their cars at home," he said.
"Even before the snow came, the drink-drive figures were down on last year, which makes us confident that the messages are getting through," the police spokesman added.
