Plans for an eight turbine wind farm in Lincolnshire have been turned down by the Planning Inspectorate.
Enertrag UK had wanted to to put the 90m (295ft) diameter rotors at Baumber between Wragby and Horncastle.
The Ministry of Defence, conservation groups and East Lindsey District Council had opposed the plans.
The inspectorate, appointed by the Secretary of State, ruled the development would have too great an impact on the landscape.
The Baumber Wind Farm Action Group, which had opposed the plans, said it was delighted at the news.
Enertrag UK has declined to comment.
