A council on Merseyside has stockpiled 1,400 tonnes of rocksalt in case there is a repeat of last winter's snow.
Knowsley Council has six gritting vehicles ready to keep all major roads clear, a spokesman said.
The local authority says it will work with bus companies to try to keep main public transport routes open.
It is also urging people to be prepared for poor weather this winter and find "snow friends" who can help them out in the bad weather.
Cllr Graham Morgan, Knowsley's Cabinet Member for Neighbourhood Delivery, said: "Last year, our excellent planning meant we weren't as badly affected by the national shortage of rock salt as other local authorities.
"This year, we've further improved our procedures and worked with our partners to strengthen their plans, and we will also be working closely with the bus companies to try and make sure all the main public transport routes stay clear."
