About 40 people have gathered outside Shropshire Council in a final attempt to influence a decision over nine schools which are under threat.
A 2,400-strong petition was handed in as campaigners from Stiperstones C of E Primary School, Snailbeach, took action on the last day of a consultation.
The authority has said changes are necessary due to falling pupil numbers and a decrease in government money.
A final decision on the proposals is expected in July.
They include closing a secondary school, the Wakeman in Shrewsbury, six primary schools and two amalgamations.
