Swindon Borough Council has identified a number of proposed savings to its budget in the financial year.
Proposals include changing the opening hours of the Swindon Direct customer centre, the museum and art gallery.
Plans include reorganising the Connexions advice service to better target people who are not in education, employment or training.
The ideas also include closing the County Ground Lifestyle Centre and moving classes to other venues.
The authority is inviting members of the public to give their views on the plans.
A council spokesman said it needed to save £4.4m this financial year after £1.4m worth of funding was withdrawn by the government.
He added the authority had to make £15m of savings next financial year and £45m over the next three years.
Plans being drawn up are due to be considered by councillors at meetings on 22 September and 7 October.
