Up to 24,000 patients could be treated at a new health centre proposed for a Gloucestershire town.
GPs from three surgeries in Tewkesbury have joined forces with the aim of building the £5m facility near the Wheatpieces estate.
Dr Simon Fearn, one of the GPs involved, said it would mean a better service for patients.
He said the doctors were anticipating a purpose-built minor surgery suite at the site.
Dr Fearn said: "We have many patients, expanding lists of patients, we've got probably 1,500 more patients now than 10 years ago and clearly their needs are expanding.
"We need more care, more doctors and more nurses."
The plans will be considered by Tewkesbury Borough Council.
