The possible end of direct trains from Aberdeen to London would damage business in the north east of Scotland, it has been claimed.
A review of a plan to invest in new trains said that could turn out be an expensive stop-gap if the line north of Edinburgh was eventually electrified.
It instead recommended investing in easier train changes for passengers at Edinburgh.
The transport group Nestrans said the area's links were bad enough already.
A decision is expected to be made in October.
