Almost 300 homes in Rhydyfelin, Pontypridd, are set have £3m of flood protection work.
Preparations for the flood alleviation scheme have now been completed.
It will cover Glyntaff Farm Estate, Dynea Close, Oak Street and Sycamore Street and part of the Taff Trail cycleway.
A planning application for the full works to start will be submitted later in April.
Maureen Webber, Rhondda Cynon Taf councillor for the area, said: "This part of Rhydyfelin has suffered from flooding for many years and I am very pleased that the council has been able to secure money from the Welsh Assembly Government for action to address this."
If the planning applications are successful, work on the full project will get underway later this year, to include surface pounds and modifying and replacing existing culverts.
