Gwent Police 'solely' blames Carl Mills for fire deaths
A "controlling and jealous" killer was solely responsible for the deaths of three generations of the same family, says Gwent Police.
The force was criticised in damning reports into Carl Mills, who was jailed for 35 years for the killings.
Kim Buckley, 46, daughter Kayleigh, 17, and granddaughter Kimberley died in a house fire in Cwmbran in 2012.
Police checks, which might have prevented the murders, failed to highlight his violent record.
But Gwent Police's Assistant Chief Constable Lorraine Bottomley told a press conference on Thursday, following the publication of three reports in to Mills: "The responsibility for this lies solely with [Carl Mills]."
She said the computer system used to obtain information on Mills "was not the best" and "a bit like an email system which took three hours to get information on criminals".
Ms Bottomley added it was "not acceptable" when police do not know about the history of criminals. She said a new national police database was now in place.
