The International Crisis Group says that Sinhalese, Tamils and Muslims living in Sri Lanka’s most ethnically complex region have benefited from the removal of the LTTE from the East.

In a detailed report isuued on Thursday from Colombo and Brussels the group points out that that political and administrative reform should be implemented without delay.

the Crisis group outlines recommendations for the Government, Tamil Tigers and other political parties as wel as the international community.


It suggests that the government must devolve real power to the new Eastern Provincial Council, end impunity for ongoing rights violations and work to develop a lasting political consensus on issues of land, security and power sharing with independent representatives of all communities.

The Crisis Group has recommended the UNP to rejoin the all party conference and insist on maximum devolution through the implementation of the Thirteenth Amendment.

Its recommendation for the Tamil tigers is to cease all political killings and attacks on security forcers in the Eastern province.

The Crisis Group has recommended the international community to request the government to announce a time table to carry our administrative and political reform to facilitate devolution .

It also calls uon the international community to "assist the government in the demobilisation and reintegration of TMVP fighters".
