Roger Burden has been named vice-chairman of the Football Association.
In May 2010, Burden was appointed acting FA chairman following the resignation of Lord Triesman.
But he withdrew his application for the permanent role because of the way some Fifa members had acted during England's 2018 World Cup bid.
Burden, who is also head of Gloucestershire FA, takes over from Barry Bright who has been elected Leader of Council.
"This is a great honour for me personally but also for the Gloucestershire FA, particularly as I am the second consecutive chairman of the county to rise to the position of vice-chairman of the FA," he said.
