Forest Green Rovers have rejected a bid from Luton Town for Reece Styche.
Striker Styche, 22, scored 16 goals for Rovers last season and has a year remaining on his current deal.
And the club have moved to try and secure the England C international beyond next season by offering him a new contract extension.
Luton manager Gary Brabin told BBC Three Counties Radio: "It's not a knock back. We know what we need but it's got to be right for us."
He added: "We don't want to be paying more than someone's worth.
"It's got to be right for the opposition, for the people that own the player and for the player as well.
"I want players who want to come here and enjoy playing football, scoring goals and be part of Luton Town on the up."
