Defender Sean Hessey was dismissed for felling Argyle's Matt Lecointe in the area, skipper Simon Walton smashing home the spot-kick.
Ladjie Soukouna fired home from 15 yards but the visitors' Kevin Long powered home a header from Charlie Barnett's free-kick.
Stanley's deserved equaliser came when Padraig Amond headed in from a corner.

Plymouth caretaker-manager Carl Fletcher told BBC Radio Devon:
"It's disappointing, having a 2-0 lead against 10 men. It was an opportunity to win the game.
"Half-time came at a bad time for us really.
"It's still a point, that's two results for us at home."
