Exeter boss Paul Tisdale says his side needs a better cutting edge when they are in their opponents' penalty area.
City went down 2-0 at Bury on Saturday, their fifth defeat in seven League One games, to go bottom of the table after the first quarter of the season.
"Between the edge of their box and the edge of our box there's probably no-one better," Tisdale told BBC Radio Devon.
"Into the opposition's box and our own box we're probably bottom of the league, which is where we are."
He added: "We again looked a good team, but not a winning team and that's what professional football needs to be about, it needs to be about winning."
