Goals from Helen Lander and Sophie Ingle gave Wales their first win in four attempts in the Uefa Womens Euro 2013 qualifying campaign.
Lander put Wales ahead against the group's bottom team after just eight minutes in Nes-Ziona.
The visitors went on to dominate but had to wait until Ingle's 88th-minute header to wrap up the points.
Victory takes Wales above Scotland on goal difference into third place in the group on four points.
But the Scots, who drew with Wales in October, have played two fewer games. Wales' next match is away to leaders France on 31 March, 2012.
