AC Milan say a January deal for Carlos Tevez must be a loan, but Manchester City will only consider a permanent transfer, BBC Sport understands.
City have had no contact yet from AC Milan but the Italian club's chief executive Adriano Galliani said: "Tevez? Let's see. There is time.
"Whoever arrives in January will be on loan with the right to buy."
Milan need a forward as Antonio Cassano has been ruled out for the season after heart surgery.
Galliani added: "If it wasn't for the problem with Cassano, we would have stuck with what we had, but we only want to sign players on loan in the January transfer window."
Inter Milan president Massimo Moratti also responded "let's see" when asked whether his club was interested in Tevez.
