Angola's Nando Rafael could be ruled out of the Africa Cup of Nations in Equatorial Guinea and Gabon.
The striker has not yet got Fifa approval to swap national allegiances from Germany to Angola.
Fifa confirmed to the BBC that the Angola football federation is yet to begin the procedure for him to make the change.
Rafael played for Germany at under-21 level and therefore needs clearance to play for Angola at senior level.
Football's world governing body said the Angolans had made enquiries about the possibility of him representing the Palancas Negras but have not yet made a formal request for the change.
Fifa says it is impossible to say how long the procedure could take once the formal request is made.
Former France under-21 player Abdoul Razzagui Camara however has now been cleared to play for Guinea and will be able to play at the Nations Cup.
