Lurgan Blues striker Matty Burrows missed out with six first-half attempts including hitting a post.
Glentoran winger Stephen Carson was also denied by the woodwork from a 30-yard free-kick.
Neill scored seconds after the restart with a glancing header while the Glens found the net but it was disallowed for a foul on keeper Andy Coleman.
