Luton's Andre Gray and Newport's Christian Jolley both scored twice in a two-all draw at Kenilworth Road.
The Welsh team had to come from behind twice, and are yet to find out who they will face in the play-off semi-final next week.
Gray put the Hatters ahead after 11 minutes, but half-time substitute Jolley struck in the 52nd minute.
And he did it again with six minutes left after Gray scored with a thunderbolt from 18 yards.

Newport County manager Justin Edinburgh told BBC Radio Wales: "It was enjoyable, we both went for the win. It was an open game with some good football at times but we're disappointed not to win it to be honest.
"I was worried when they went 2-1 up, but as Christian [Jolley] has done all season he just popped up with an equaliser towards the end.
"I thought we were going to be on the end of a defeat we didn't deserve, but credit to the players they still kept going and went to the end tonight. I'm pleased with the result."
