Berwick defender Michael Dunlop's own-goal helped Culter secure a draw in the third round of the Scottish Cup.
Rangers were on top from the beginning but none of their chances were converted in a goalless first half.
The visitors took the lead eight minutes after the restart when Steven Notman's left-footed drive beat Cutler goalkeeper Neil Duffy.
Culter rallied and their reward came in the 62nd minute when Dunlop nodded the ball into the back of his own net.
