Portsmouth were held to a third straight goalless draw as Burton missed the chance to move into the automatic promotion places.
The visitors nearly took the lead as Jimmy Phillips cut inside and unleashed a low shot which Pompey keeper Trevor Carson gathered at the second attempt.
Billy Kee had Burton's best chance but fired his shot high and wide of goal.
Patrick Agyemang hit the post after he found some space in the Burton box but both sides lacked a clinical edge.
Portsmouth boss Richie Barker told BBC Radio Solent:
"We should have won the game. The longer the game went on we never looked like losing it, but yet again there was a lack of responsibility in the final third.
"Scoring goals is the hardest job in football, it wins games and at the moment we haven't got enough people who want to do that.
"I look and I think 'who really wants to be the one that scores a goal?'. Who wants to go and score the goal and be the hero in front of the fans at home and score the winning goal?"
Burton Albion manager Gary Rowett told BBC Radio Derby:
"It's hard to come to a place like this with an excellent crowd where the results have picked up at home recently, but I thought we had by far the best of the first half. I felt as though we controlled the first half.
"Maybe that was the players feeling the long journey in their legs, because Billy [Kee] had two excellent chances where he couldn't quite move his feet quickly enough where you'd normally have put your house on him scoring them.
"Their team selection was interesting because he went quite big up front. We knew we were going to have to stop balls coming in the box because their set-pieces were going to be difficult for us to defend, and I felt as though we did that really well."
