Kidderminster and Forest Green had to settle for a draw, as both sides lost ground in the race for the play-offs.
Paul Green put the hosts ahead after Harriers keeper Daniel Lewis failed to hold onto James Norwood's strike.
Nick Wright turned home Michael Gash's cross to equalise on 49 minutes.
Josh O'Keefe thought that he had got away with punching home a winner for Harriers at the death, but referee Brett Huxtable disallowed it following protests from the Rovers players.
With five games left, Harriers are now 11th, six points behind the Conference Premier play-off pack, having not win in five games - two points, and two places, better off than Forest Green.
Forest Green Rovers manager Adrian Pennock told BBC Gloucestershire:
"It was shambolic. I think the referee guessed as he gave the goal and the linesman gave the goal.
"But, because of all the protests going on, he saw sense.
"I don't think we would have been that verbal or passionate about conceding a goal, but it was a blatant handball.
"You've got to give credit to the referee when he saw sense and didn't give it."
Kidderminster Harriers manager Gary Whild told BBC Hereford & Worcester:
"It was the right decision, let's be honest about it. I think everybody in the ground has seen it.
"But what was good for us was that in the last 15 minutes we were pressing, creating chances and causing them problems.
"We came out in the second half on the front foot, scored a good goal, forced the game and put them under a lot of pressure.
"Fair play to the lads. We asked for a response and we got one. It is a draw but it is important to come back from being a goal down."
