The hosts' first-minute opener by Josh Todd was quickly cancelled out by a Marvin Andrews header.
Kenneth Mackay blasted into the net for the home side soon after.
After the re-start, Craig Gunn levelled from the penalty spot before Archie McPhee fired City in front, but substitute Derek Carcary scored with his first touch to level matters.
