Roma kept pace with Juventus at the top of Serie A as Miralem Pjanic's late winner maintained their 100% start to the Italian season.
The visitors led when Adem Ljajic ran on to Francesco Totti's sublime chip to fire a half-volley through the legs of Parma keeper Antonio Mirante.
Paolo De Ceglie levelled after the break by heading in from a corner.
But last season's runners-up won their fourth straight game when midfielder Pjanic curled in a free-kick.
Rudi Garcia's side are second after defending champions Juventus beat Cesena 3-0 to lead the early table on goal difference.
"Parma are not an easy team to beat and they were playing very defensively, but we had a great first half and used our possession well," said Garcia.
Former England left-back Ashley Cole was an unused substitute for Roma.
