Hartlepool staved off a late Exeter fightback to move off the bottom of the League Two table.
Matt Grimes had two chances to put the Grecians ahead in the first half but both were saved by Scott Flinders.
It was the visitors who broke the deadlock when Michael Wood volleyed home and Charlie Wyke slotted past goalkeeper Christy Pym to make it 2-0.
Exeter pulled one back on 80 minutes through Christian Ribeiro's header but they failed to find an equaliser.
